2006-2010: Rapid Transition from Pilots and Early Commercialization to Real World Deployment

2006 The 11th Five-Year Plan formally included the NEV promotion strategic plan, shifting the focus of the "863 Program" (a high-tech R&D initiative) toward the industrialization of electric drive systems and lithium-ion batteries

2006 Gotion founded its battery subsidiary Gotion High Tech in 2006, marking its strategic pivot from real estate development into lithium-ion battery manufacturing

2007-2008 The government established the first formal rule in 2007 for the administration of NEV manufacturing and sales, creating a legal framework for new entrants into the industry

2009 The Thousand Talents Plan 千人计划 (2008) recruited overseas top talents, bringing experienced engineers from global automakers into domestic battery firms and accelerating the shift from battery chemistry to automotive-grade EV engineering

2007-2008 The 2008 Beijing Olympics served as a major showcase for China's NEV industry, debuting ~500 domestically produced NEVs and marking the start of large-scale industrialization

Ten Cities, Thousand Vehicles policy,十城 千辆 (2009): A landmark NEV program targeting 1000 NEVs per city per year, with a focus on public fleets (buses, taxis, sanitation). It expanded from 10 to 25 cities with ~¥10B in central funding, using fleet procurement to de-risk technology, force scale, and turn NEVs from lab projects into a mature battery and NEV supply chain

2009 Hong Kong based EVB Technology (GP Batteries) producing NiMH and Li-ion batteries became the first facility certified to IATF 16949 and TL9000 in 2008
