2011-2015 Propelled China onto the Global Stage as the Largest NEV Market

2011 China's 12th Five-Year Plan (2011-2015) designated alternative fuel vehicles, including EVs, as a strategic emerging industry.

2012 The Energy-Saving and New Energy Vehicle Industry Development Plan (2012–2020) set clear targets: 500,000 cumulative NEV sales by 2015 and an annual production capacity of 2 million units by 2020.

2013 Federal NEV subsidy program extended for 2013-2015 Monetary incentives: Local governments implemented a 1:1 subsidy match

2014-2015 Made in China 2025 (2015): This national industrial master plan formalized the ambition to dominate high-tech sectors, setting a target of 70% self-sufficiency in core battery materials and components by 2025

Non-monetary incentives: such as free license plates, road rationing (license plate) travel restrictions, plate quotas, waived tolls, free parking, etc.

2011 CATL split from ATL to focus fully on EV batteries; helped it invest early in large-format NCM power cell, tighten manufacturing control, and win fast automotive qualifications such as BMW

2012 BYD's LFP battery plant obtained ISO/TS 16949:2009 certification, becoming the 1st certified facility in China's EV power-battery sector

2013 Wanxiang acquired bankrupt A123 Systems for $257M, gaining LFP technology, manufacturing know-how, and OEM access, accelerating China's EV battery rise and signaling a shift in industry leadership from the U.S. to China

2014-2015+ Backed by supportive policies and Tesla's patent sharing, a wave of new private EV innovators entered the market, like NIO, XPeng, and Li Auto. China's NEV sales topped 330,000 units, capturing ~60% of global volume, making China the world's largest NEV market.
